3 nuclear reactors melted down after quake, Japan confirms

Tokyo (CNN) -- Japan's Fukushima Daiichi nuclear power plant experienced full meltdowns at three reactors in the wake of an earthquake and tsunami in March, the country's Nuclear Emergency Response Headquarters said Monday.
The nuclear group's new evaluation, released Monday, goes further than previous statements in describing the extent of the damage caused by an earthquake and tsunami on March 11.
The announcement will not change plans for how to stabilize the Fukushima Daiichi plant, the agency said.
Reactors 1, 2 and 3 experienced a full meltdown, it said.
The plant's owner, Tokyo Electric Power Co., admitted last month that nuclear fuel rods in reactors 2 and 3 probably melted during the first week of the nuclear crisis.
It had already said fuel rods at the heart of reactor No. 1 melted almost completely in the first 16 hours after the disaster struck. The remnants of that core are now sitting in the bottom of the reactor pressure vessel at the heart of the unit and that vessel is now believed to be leaking.
A "major part" of the fuel rods in reactor No. 2 may have melted and fallen to the bottom of the pressure vessel 101 hours after the earthquake and tsunami that crippled the plant, Tokyo Electric said May 24.
The same thing happened within the first 60 hours at reactor No. 3, the company said, in what it called its worst-case scenario analysis, saying the fuel would be sitting at the bottom of the pressure vessel in each reactor building.
But Tokyo Electric at the same time released a second possible scenario for reactors 2 and 3, one that estimated a full meltdown did not occur. In that scenario, the company estimated the fuel rods may have broken but may not have completely melted.
Temperature data showed the two reactors had cooled substantially in the more than two months since the incident, Tokyo Electric said in May.
The earthquake and tsunami knocked out cooling systems at Fukushima Daiichi, causing the three operating reactors to overheat. That compounded a natural disaster by spewing radioactive material into the atmosphere.
Tokyo Electric avoided using the term "meltdown," and says it was keeping the remnants of the core cool. But U.S. experts interviewed by CNN after the company's announcement in May said that while it may have been containing the situation, the damage had already been done.
"On the basis of what they showed, if there's not fuel left in the core, I don't know what it is other than a complete meltdown," said Gary Was, a University of Michigan nuclear engineering professor and CNN consultant. And given the damage reported at the other units, "It's hard to imagine the scenarios can differ that much for those reactors."
A massive hydrogen explosion -- a symptom of the reactor's overheating -- blew the roof off the No. 1 unit the day after the earthquake, and another hydrogen blast ripped apart the No. 3 reactor building two days later. A suspected hydrogen detonation within the No. 2 reactor is believed to have damaged that unit on March 15.

"The government should consider evacuating children and pregnant women from a wider area around the Fukushima No. 1 power plant because radiation levels remain high even outside the 20-km no-go zone, Kumi Naidoo, executive director of Greenpeace International, said Thursday in Tokyo.
Naidoo's team of radiology experts found hot spots that had a maximum hourly reading of 45 microsieverts of radiation alongside a school zone.
While the area likely had high levels of radiation as a result of the landscape or other natural conditions, Naidoo insisted the central government should conduct thorough checks and provide accurate and fast information to local residents.
"Enough lives have been lost already" due to the March 11 earthquake and tsunami, and it is not justifiable for the government to neglect the health risks of high radiation in Fukushima, he told reporters at the Foreign Correspondents' Club of Japan.
Naidoo, who arrived in Japan on Sunday, visited Fukushima to meet with heads of local governments and people affected by the March 11 crisis.
During the news conference, Jan Beranek, an expert on radiology from Greenpeace International who joined Naidoo's trip to Fukushima, recommended that the government widen the evacuation zone to at least 60 or 70 km from the power plant.
He said there were parks and public spaces where the level of radiation activity hit 9 microsieverts per hour.
Even some nursery schools that have already undergone a decontamination process had a relatively high reading of 0.5 microsievert per hour, he said. That would translate into an annual exposure of 5 millisieverts, which was the evacuation threshold for Chernobyl, Beranek said.
The government recommends a maximum intake of 1 millisievert a year during normal times, but raises that to 20 millisieverts in times of a nuclear accident.
Beranek recommended that people in Fukushima residing in areas with high levels of radiation wear masks and remain inside their homes.
Radiation from some kinds of particles "is not something that goes away in weeks or months," he said, explaining that some chemical elements can be absorbed into organs and bones.
While expressing concern that the level of decontamination "hasn't been adequate" in Fukushima, Naidoo also said he fears that people there haven't received sufficient information from the central government.
Pointing out that many children living near areas with high levels of radiation are playing outdoors without proper masks, he criticized the government for being "too slow" in explaining the risks of exposure.
Naidoo, a native of South Africa, was named head of the global NGO in November 2009. He is scheduled to take part in a rally in Tokyo against nuclear power on Saturday.
New science policy Kyodo
The new five-year basic science and technology plan will focus on rebuilding parts of the Tohoku region destroyed on March 11 and on developing energy technology, according to a draft released Thursday by a key government panel.
The Council for Science and Technology Policy's draft program, to be formalized in August, calls for promoting research and development to treat radioactive soil and water and dispose of waste from the Fukushima No. 1 nuclear plant."

TOKYO, June 18 (Reuters) - A rise in radiation halted the clean-up of radioactive water at Japan's Fukushimi nuclear power station on Saturday hours after it got under way, a fresh setback to efforts to restore control over the quake-stricken plant.
The power plant has been leaking radiation into the atmosphere ever since the March 11 quake and tsunami and both China and South Korea have expressed concern over the possibility of further leaks into the sea.
Tokyo Electric Power Company , the operator of the Fukushima Daiichi plant, said it expected to resume the clean-up within a week.
The plan hit a new hurdle as Japan marked 100 days since the earthquake and tsunami left left nearly 24,000 dead or missing and knocked out cooling systems at the plant. Buddhist memorial services were held throughout the country on the day when the bereaved traditionally seek closure from grief.
A statement issued by the utility, known as Tepco, said the suspension was prompted by a faster than expected rise in radiation in a part of the system intended to absorb caesium.
"At the moment, we haven't specified the reason," a Tepco spokesman told a news conference. "So we can't say when we can resume the operation. But I'd say it's not something that would take weeks."
The official said teams working at the plant believed the radiation rise could be linked either to sludge flowing into the machinery absorbing caesium or a monitoring error caused by nearby pipes carrying contaminated water.
But a resumption, he said, was critical to deal with the highly radioactive water. Officials say 110,000 tonnes, the equivalent of 40 Olympic swimming pools -- is stored at the plant, 240 km (150 miles) northeast of Tokyo.
"Unless we can resume the operation within a week, we will have problems in disposing of the contaminated water," the official said.
"But if this is caused by the reasons we are thinking, we can resume the operation within a week."
The official said Tepco for the moment foresaw no delay in its overall plan to bring the Fukushima Daiichi plant fully under control by the end of the year.
The plan, derided by some critics as too optimistic, calls for a shutdown of its three unstable reactors by January 2012.
STORING CONTAMINATED WATER
The company is fighting against time as the plant is running out of places to store the contaminated water. Amounts quickly accumulate as the company pumps in vast supplies to cool three reactors that went into meltdown after the tsunami disabled cooling systems.
The cleanup operation is one of many steps to stabilise the reactors. It got under way only late on Friday after being delayed by a series of glitches.
Trade Minister Banri Kaieda, addressing a news conference, said he had told Tepco to resume the cleanup operation while upholding safety standards, but set no deadlines.
He said government inspections showed all nuclear power plants in Japan had adequate safety measures against severe accidents and called on local governments to give the green light to restarting reactors.
Routine maintenance and public concern since the Fukushima accident have left only 19 of 54 reactors still functioning.
"Power shortages are a big problem for the economy. I would like to seek the understanding of people who live near plants so we can restart power plants that are confirmed to be safe," he said.
Nuclear operators always seek local government approval in recognition of the importance of support from residents near the plant -- though such backing is not legally required.
Opposition to nuclear power is growing, with one survey this week saying three-quarters of Japanese voters wanting to see a gradual phase out of nuclear power.
The crisis has prompted the government to go back to "scratch" in considering the future of nuclear power.
Mainichi Shimbun reported on Saturday that Kunio Hiramatsu, mayor of Osaka, Japan's second largest city, said he would make a proposal to Kansai Electric Power , of which the city is a top shareholder, that the company eventually phase out nuclear power. TOKYO (Reuters) - Tons of radioactive water were discovered on Tuesday to have leaked into the ground from Japan's Fukushima nuclear plant, the latest in a series of leaks at the plant damaged in a March earthquake and tsunami, the country's nuclear watchdog said.
More than three months after the disaster, authorities are struggling to bring under control damaged reactors at the power plant, 240 km (150 miles) north of Tokyo.
About 15 metric tons of water with a low level of radiation leaked from a storage tank at the plant on the Pacific coast, the Nuclear and Industrial Safety Agency said.
Plant operator Tokyo Electric Power Co (Tepco) said it was investigating the cause of the leak which was later repaired.
Vast amounts of water contaminated with varying levels of radiation have accumulated in storage tanks at the plant after being used to cool reactors damaged when their original cooling systems were knocked out by the March 11 disaster.
Dealing with that radioactive water has been a major problem for Tepco, which is trying to use a decontamination system that cleans water so it can be recycled to cool the reactors.
But the system has encountered technical glitches and officials have said the water could spill into the Pacific Ocean unless the system was operating properly.
The system was halted an hour and a half after it started on Monday because of a water leakage.
Tepco fixed the problem and restarted the system on Tuesday afternoon, said Junichi Matsumoto, an official at the utility.

Western Washington residents should not be alarmed as a slow, low-flying helicopter scopes the area from July 11-28.
The helicopter is part of a U.S. Department of Energy aerial survey of the Seattle area. The agency is measuring baseline levels of radiation in order to make a comparison in the event of a nuclear emergency, a King County Office of Emergency Management email states.
The agency intends to measure radiation levels in nearby communities, but no area east of the western shore of Lake Sammamish is scheduled to be included. In order to take the measurements, the helicopter is due to fly at about 300 feet above the ground at about 70 mph.
The study is financed by a U.S. Department of Homeland Security grant and has been in development since 2009, prior to the Fukashima nuclear disaster in Japan, Sammamish Deputy City Manager Lyman Howard said.

"While many radioactive cattle have been discovered large distances from Fukushima, what is more important is where their feed is coming from. "It's not only about the radioactive cattle in Fukushima Prefecture; its also about the radioactive straw the cattle eat that was grown elsewhere". Straw found 45 miles from Fukushima is highly contaminated with radioactive cesium, which is an indication that radiation has contaminated large portions of Northern Japan. More than half a million disintegrations per second in a kilogram of straw are comparable to Chernobyl levels. This proves that the American Nuclear Regulatory Commission was correct when it told Americans to evacuate beyond 50 miles and that the Japanese should have done the same. An Ex-Secretariat of Japan's Nuclear Safety Commission blames this contamination on "Black Rain". Rather than minimize the information the Japanese people receive, Gundersen suggests minimizing their radiation exposure."

note - i have found these weekly half hour conversations between Jeff Rense and Yoichi Shimatsu, really cut to the chase - in trying to stay abreast in regards to the disastrous situation coming out of Japan.
