There's a difference between cloud seeding and chemtrail spraying. As you discovered the page on cloud seeding, it is out in the open and explained on the net. Chemtrails, however, are denied by the government, making it a covert operation.

Particles in chemtrails are harmful to people, plants etc. but the ptw claim they know nothing about chemtrails. so ignore the public like they're seeing things or going mad. The closest they come to it is they call chemtrails contrails and make out like its just harmless plane exhausts.
