Bill Seeks to Punish Those Who Mislead into War

U.S. Rep. Walter Jones, R-N.C., introduced legislation that would impose fines or prison time on presidents or executive-branch officials who "knowingly and willfully" mislead Congress to gain authorization to use U.S. military forces. The Executive Accountability Act was introduced last week and is co-sponsored by Rep. Neil Abercrombie, D-HI. If passed, the act would apply only to current and future presidential administrations and executive branches. The act calls for fines or up to 10 years in prison for leaders found guilty of misleading Congress in order to get authorization to go to war.

Rep. Bob Filner, D-Ca. introduced a bill (H.R. 950) to remove the requirement for veterans to take at least one class on-campus to receive the monthly housing stipend under the new Post-9/11 GI Bill. This would make the stipend available to all eligible veterans who attend school on a greater than half-time basis. According to reports, the bill doesn't change the tuition and fees payment rate, which is tied to the highest in-state tuition rate for undergraduate level studies. However, this change will ensure that the new Post-9/11 GI Bill will provide equal benefits for vets who are unable to attend traditional classroom college courses. President Obama promised to deliver the care and benefits that the nation's military veterans deserve while transforming the Department of Veterans Affairs (VA) into a 21st century organization, according to an administration agenda posted on the White House website. President Obama, who served on the Senate Veterans Affairs Committee, plans to reverse the 2003 ban on enrolling modest-income veterans into the VA system. The administration also wants to end employment discrimination for guardsmen and reservists and improve the process of transitioning from active duty to civilian life for military members leaving the service or returning from deployment.

President Obama said Monday he is considering whether to overturn a Pentagon policy that bans the media from taking pictures of the flag-draped coffins of U.S. troops returning from the battlefield. A leading military families group says the policy, enforced without exception during the administration of former President George W. Bush, should let survivors of the dead decide whether photographers can record their return.
