Actually what is happening in Ireland has less to do with their economy and more to do with the big banks who are losing money based on the bets they made . So the IMF is putting pressure on the Government to accept this loan money so their good friends at the big banks stop losing money on the bad bets they made . Its kind of like someone holding a gun to your head and forcing you to cooperate with them when you know its contrary to your best interests
